Marinate the chicken for 15 to 20 minutes. You can marinate it longer to infuse it with even more flavor!

Remove the chicken from the marinade (discard the marinade) and dredge it with potato starch, coating well.

In a large, heavy skillet, heat the oil until it shimmers. Drop the chicken into the oil (in batches). Cook until the bottoms are golden brown. Flip and cook until browned on the second side.

Melt butter in a heavy skillet over medium-high heat. Add the chiles and garlic and cook, stirring frequently, until the chiles begin to brown, 1 to 2 minutes.
Step 6
Put the fried chicken on a serving platter and then dump the fried chiles and garlic over the top. Sprinkle with the white pepper and the pepper-salt and serve immediately.
Devour with an ice-cold Chinese beer to quench the fire.
